Abstract

Providing decent housing is a key policy to address poverty alleviation. The Provincial Government of Central Java has implemented the Stimulant Assistance Program for New Home Construction, targeting poor families who do not yet own a house. This program, known as PB Backlog, was launched in 2020 and remains active to date. However, evaluation results from the 2020 implementation reveal that only 74 out of 181 units (40.88%) qualify as decent housing. The remaining units exhibit deficiencies such as a lack of access to drinking water, sanitation facilities, bathrooms, and electricity, indicating that the program has yet to fully achieve its goal of providing decent homes for poor families. This paper explores the underlying issues contributing to these challenges, proposes alternative policy approaches, and discusses potential strategies for future implementation. It aims to provide valuable insights for policymakers, particularly in preparing the 2025-2029 regional medium-term development plan.
