Enhancing Social Welfare Problem Handling through Institutional Revitalization of Social Welfare Center in Batang Regency

Abstract

This policy paper examines efforts to improve the handling of social welfare issues in Batang Regency through institutional revitalization and the strengthening of Social Welfare Centers (Puskesos). Data indicates that the number of Social Welfare Service Recipients (PPKS) in Batang Regency reached 142,978 people or 16.83% of the total population, with the poor accounting for 99.03%. The high number of PPKS reflects institutional limitations, including human resources, infrastructure, and suboptimal data management systems. Using Problem Tree Analysis, SWOT–TOWS, and the Bardach Method, the study highlights the need for an integrated revitalization strategy between the Social Affairs Office, Technical Implementation Units (UPTD), and Puskesos at the village/urban level. Policy option assessments reveal that establishing UPTD Social Welfare and revitalizing Puskesos are the most effective, equitable, and implementable strategies to accelerate inclusive and responsive social services. Therefore, institutional revitalization and Puskesos strengthening constitute strategic steps toward creating an adaptive, participatory, and just social welfare service system in Batang Regency.
