Strategy for Optimizing Sectoral Data Governance in Central Java in the Realization of One Data
Abstract
Data and information are the most valuable resources so that data and information management is one of the priorities in government data governance. Local government data governance through One Data Indonesia in Central Java is guided by Presidential Regulation Number 39 of 2019 concerning One Data Indonesia (SDI). However, after 5 (five) years of SDI implementation in Central Java, there have been no significant benefits from data management results as expected from SDI which will produce quality and timely data and information to support development planning, implementation, evaluation and control. The results of the SDI assessment in Central Java in 2024 with an SDI Index value of 66.44 with a sufficient predicate and the results of the Sectoral Statistics Implementation Evaluation (EPSS) 2024 with a Statistical Development Index (IPS) value of 2.61 on a scale of 5.00 with a good predicate. This paper aims to identify the root causes of suboptimal data governance in Central Java in realizing one data and to compile policy recommendations for the government and stakeholders to support the implementation of SDI through quality and useful Sectoral Data Management. The methodology includes literature study, secondary data analysis from SDI and EPSS assessment results, and review of laws and regulations. The results of the analysis indicate several main causes: the data sharing mechanism is poorly managed or data management efficiency has not been realized due to technical constraints on data sharing, both system constraints for integration and IT personnel constraints as well as a lack of understanding of data governance in regional devices.
