Transformation of Chicken Farming Supervision Governance: The Impact of Digitalization on the Supervision Process and Cooperation Between Government, Farmers and Distributors

Abstract

The poultry farming sector in Indonesia, particularly in Central Java, faces significant challenges related to poultry health supervision, which still relies on manual methods, despite the introduction of digital technology to enhance efficiency. This study aims to evaluate the impact of digitalization on the governance of poultry farming supervision and identify the challenges and opportunities in its implementation. Using a mixed-methods approach, the research combines quantitative analysis through surveys of farmers and distributors, and qualitative analysis through interviews with government officials and technology developers. The main findings indicate that although digital technology has a positive impact on operational efficiency and transparency, barriers such as poor internet connectivity, lack of training, and policy uncertainties still hinder broader implementation. The study also found that cooperation between the government, farmers, and distributors is a key factor in maximizing the benefits of digital technology. This research contributes to the development of Stakeholder Theory in the context of poultry farming digitalization and provides practical insights into policies that can accelerate technology adoption in this sector. The implications of these findings suggest the need for improved digital infrastructure, more intensive training programs, and policies that support collaboration among stakeholders to speed up the digital transformation in the poultry farming sector.
