Abstract

The Kedungsepur Development Area (WP Kedungsepur) is a strategic region in Central Java, with Semarang City as the main hub for logistics and services. The main problem is the lack of a strong institution capable of coordinating cross-regional planning, strengthening collaboration between local governments, and integrating the development of leading sectors within a comprehensive economic supply chain framework. The existing institution is a Joint Secretariat, which is passive and symbolic. The inter-regional coordination process is informal, and there is no joint financing mechanism. As a result, the region's potential, including industry, agriculture, and tourism, is not integrated into a collective force. The analysis confirms that although the benefits of collaboration are recognized as significant, the absence of an active, inclusive, and professional formal institution makes regional cooperation unsustainable. Based on these findings, strategic steps can be recommended to establish a sustainable Kedungsepur WP institution consisting of short-term, medium-term, and long-term. The short-term program (2026–2027) will be implemented by strengthening the Joint Secretariat, including the signing of a Memorandum of Understanding (MoU) between regencies/cities within Regency in the Kedungsepur and the Central Java Provincial Government, establishing the Provincial Development Planning Agency (Bappeda) as the leading sector for inter-regional cooperation, and formulating the focus of quick-win programs. The medium-term program (2028–2030) will involve the establishment of a Regional Development Service Unit (SPWP), with the objectives of implementing quick-win projects designed based on regional strategic themes, such as increasing supply chain-based investment and regional transportation integration, as well as implementing integrated coordination and planning mechanisms. The long-term program (>2030) will strengthen the independence of the SPWP through decentralization of authority and expanding the development themes managed (such as regional economic innovation, the environment, and cross-regional public services), as well as replicating the SPWP institutional model in other development areas in Central Java.
