Abstract

This paper presents a supply chain analysis of the downstream capture fisheries sector as a pillar for strengthening food security in Central Java Province. Although capture fisheries production is relatively high, various post-harvest, processing, distribution, and marketing issues remain, including limited cold chain operations, suboptimal food quality and safety, the dominance of raw fish sales, fishermen's dependence on middlemen, and low fish consumption compared to the national average. This paper uses the Supply Chain Operations Reference (SCOR) analytical framework to measure supply chain performance across five attributes: reliability, responsiveness, agility, cost, and asset management in capture fisheries centers on the north and south coasts of Central Java (Batang, Demak, Kebumen, Pati, and Tegal City). The results indicate that the supply chain structure has been functionally established, but overall performance remains in the average to good category with variations between actors and regions. The main strengths lie in cost efficiency and asset utilization, while prominent weaknesses include order fulfillment reliability, distribution response speed, product quality and safety assurance, and limited cold chain facilities and processing eligibility certification in many Fish Processing Units. Logistical constraints, disparities in fish auction infrastructure, and weak information integration mean that product flows do not fully support the stable, affordable, and equitable availability of fresh fish. Analysis of the relationship with food security dimensions shows that improving timeliness, reducing post-harvest losses, and increasing processing capacity contribute directly to fish availability and accessibility. Improving quality standards, implementing Good Manufacturing Practices (GMP), and strengthening traceability systems are important prerequisites for the utilization dimension by ensuring product safety and nutritional quality. Required strategies include strengthening fish auction infrastructure and the cold chain, developing an integrated market information system, strengthening fisherman and processing institutions, and developing downstream policies aligned with the regional food security agenda.
