MODEL TATA KELOLA SAMPAH DI JAWA TENGAH MENUJU EKONOMI SIRKULAR (Studi Kasus Kabupaten Banyumas)
Abstract
This paper presents the results of a study on waste management in Central Java; factors influencing success; factors influencing community motivation in waste management participation; identification of aspects driving the success of waste management institutions; and analyzing the role of stakeholders in the success of waste management with a case in Banyumas Regency. Waste management issues in Central Java consist of causes of waste generation, the role of government, factors supporting governance, waste bank management, the role of the community and the role of business actors. The success of waste management is influenced in aggregate by the variables of the number of physical facilities, waste banks, waste generation, the number of regulations and budgets, community contributions and the availability of CSR. While partially influenced by the variables of waste generation and CSR fund contributions. Variables that influence community motivation in supporting waste management in aggregate are education, family responsibilities, location of residence, and waste contributions or contributions which together influence community participation in waste processing through the implementation of 3R activities. As for partially, the variables that influence community motivation positively and significantly are: education, family responsibilities, and location have an effect, while contributions have a negative and significant effect. The success of waste management (a case in Banyumas Regency) shows that it is mainly influenced by internal community, external, and institutional factors. The actors with a significant influence on the success of waste management in Banyumas Regency are PT Bima, PT BIJ, BUMDes, and Bappeda. Therefore, success is strongly influenced by business actors, especially offtakers and business supporters, consisting of companies and the government. This paper recommends that the Central Java Provincial Government encourage improvements and optimization of waste management in districts/cities by: 1) evaluating and adjusting policies related to waste management; 2) developing a blueprint and action plan for waste management towards a circular economy involving a pentahelix of regional stakeholders; 3) providing accurate and up-to-date waste data and information; 4) a commitment from regional heads to strengthen regulatory implementation, increase public awareness and participation, provide rewards and punishments, and provide regular evaluations; 5) increasing CSR contributions through funding and technology, as well as incentives for companies actively promoting environmental sustainability; 6) providing information and promotion.
