Data indicates that the number of Social Welfare Service Recipients (PPKS) in Batang Regency reached 142,978 people or 16.83% of the total population, with the poor accounting for 99.03%. The high number of PPKS reflects institutional limitations, including human resources, infrastructure, and suboptimal data management systems. Using Problem Tree Analysis, SWOT–TOWS, and the Bardach Method, the study highlights the need for an integrated revitalization strategy between the Social Affairs Office, Technical Implementation Units (UPTD), and Puskesos at the village/urban level. Policy option assessments reveal that establishing UPTD Social Welfare and revitalizing Puskesos are the most effective, equitable, and implementable strategies to accelerate inclusive and responsive social services. The number of new cases continues to increase. In 2024 there were 348 HIV cases and 125 of them AIDS cases. The main strategy for preventing and controlling HIV is to achieve Triple 95s by 2030. In 2024, 92% of people with HIV know their HIV status, 37% </em><em>of all people with diagnosed HIV infection receive sustained antiretroviral therapy, and 75% of all people receiving antiretroviral therapy have viral suppression. </em><em>One of the obstacles in leveraging ARV therapy coverage is the large number of cases of people with HIV who drop out of treatment (lost to follow up). It was recorded that by the end of 2024 the total lost to follow up reached 2,040 cases, of which 85% of cases could be traced and the remaining were not traced. Of the many causes of difficulty in returning people with HIV who drop out of treatment, one of the most dominant is due to the lack of tracing efforts. Cases that are lost or fail to be followed up will potentially become a source of new transmission. Of the several causal factors that become obstacles in efforts to trace lost to follow up, one of the most dominant causes that must be addressed is how to ensure that parties who are competent in tracing efforts can access data (identities) of people with HIV in health facilities that are strictly limited to confidentiality. </em><em>This problem needs to be addressed with the intention of describing the various obstacles faced in tracing people with HIV who have dropped out of treatment, and aiming to find solutions in the form of policy alternatives to overcome these problems. Melalui analisis pohon masalah ditemukan salah satu faktor eksternal yaitu ketersediaan lapangan kerja. Ketersediaan lapangan kerja yang mampu menyerap tenaga kerja tinggi dengan ketrampilan rendah menjadi daya tarik tersendiri bagi masyarakat, khususnya pada masyarakat ekonomi rendah. Jawa Tengah dengan potensi pertanian dan industri pengolahan sebagai penyumbang PDRB terbesar menciptakan industri jenis padat karya. Industri ini memang mampu menyerap tenaga kerja tinggi namun skill rendah. Kondisi ini menyebabkan arus migrasi datang dan keluar dari Jawa Tengah. BPS mencatat bahwa migran di Jawa Tengah terbanyak dari pendidikan SMA ke bawah. Local government data governance through One Data Indonesia in Central Java is guided by Presidential Regulation Number 39 of 2019 concerning One Data Indonesia (SDI). However, after 5 (five) years of SDI implementation in Central Java, there have been no significant benefits from data management results as expected from SDI which will produce quality and timely data and information to support development planning, implementation, evaluation and control. The results of the SDI assessment in Central Java in 2024 with an SDI Index value of 66.44 with a sufficient predicate and the results of the Sectoral Statistics Implementation Evaluation (EPSS) 2024 with a Statistical Development Index (IPS) value of 2.61 on a scale of 5.00 with a good predicate. This paper aims to identify the root causes of suboptimal data governance in Central Java in realizing one data and to compile policy recommendations for the government and stakeholders to support the implementation of SDI through quality and useful Sectoral Data Management. The methodology includes literature study, secondary data analysis from SDI and EPSS assessment results, and review of laws and regulations. The increasing demand for industrial land requires proper allocation to support regional economic growth. However, many rice fields are designated as Protected Rice Fields (LSD), limiting land conversion options. An analysis is needed to determine suitable industrial zones based on natural characteristics, infrastructure, and LSD considerations. Using spatial data from Minister of Industry Regulation Number 30 of 2020, a Weighted Overlay analysis in Geographic Information System is applied to compare all variables. The final results compare industrial zone suitability with LSD data using Hybrid imagery and LSD verification analysis, following Minister of Agrarian Affairs and Spatial Planning/National Land Agency Regulation No. 12 of 2020. Pemerintah desa berperan strategis dalam merancang kebijakan dan mengalokasikan anggaran untuk infrastruktur guna mendukung sektor pariwisata. Pengelolaan operasional dilakukan oleh Kelompok Sadar Wisata (POKDARWIS) dengan dukungan Badan Usaha Milik Desa (BUMDES), yang memastikan transparansi dan keberlanjutan. Hasil penelitian menunjukkan bahwa pariwisata meningkatkan pendapatan masyarakat melalui usaha mikro, membangun kesadaran ekonomi, dan menciptakan ekosistem wisata yang mendukung pertumbuhan sosial-ekonomi. One important factor in the sustainability of BUMDes is social capital that includes six main elements: norms, trust, internal and external networks, increased village income, increased community income, and transparency and professionalism of management. This research focuses on BUMDes Tirta Mandiri in Ponggok Village, Polanharjo Sub-district, Klaten Regency that has been established since 2009 and has survived until now. The research method used in this study is descriptive qualitative method with supporting data in the form of secondary data. This method was chosen because it is considered capable of explaining the research phenomenon in a complex and in-depth manner. In this research, social capital is able to be utilised by BUMDes Tirta Mandiri. Researchers divided the utilisation of social capital into 6 (six) elements, namely norms, trust, internal and external networks, increasing village income, increasing community income, as well as transparency and professional management. The results show that social capital plays a significant role in the sustainability of BUMDes Tirta Mandiri. The element of norms can be seen in the alignment of vision between the BUMDes and the village development plan.
